I would say that hurricanes only form in the Atlantic as evidenced by Katrina's devastation to New Orleans, Hurricane Mitch's devastation to Honduras and Irma's devastation to places like Puerto Rico last fall so mostly they are concentrated in the Caribbean part of the Atlantic.
