neon is a stable atom, thus, it’s valence shell is filled (8 electrons on the outermost shell), which is why it’s in group 8 (also referred to as group 0 or 18) which is the group for noble gases
since neon has 8 electrons in the outermost shell it doesn’t need any more electrons, thus, neon doesn’t need to react (and anyway can’t react) with any element.
